SHAH ALAM: The water rationing initiated in Selangor, Kuala Lumpur and Putrajaya since February will be lifted beginning Thurs, May 1.

National Water Services Commission (Span) chairman Datuk Ismail Kassim said the decision was made following the increase of water supply in Sungai Selangor dam from 36.39per cent in March 29 to 40.23per cent, which is above the critical level yesterday.

“After taking into account efforts taken by the Selangor government to improve its raw water sources, Span agreed to lift the stage 1,3 and 4 water rationing in Selangor and Kuala Lumpur effective May 1,” he said in a press conference on the sideline of the Perlis state legislative assembly here today.

He said the state's water concessionaire Syarikat Bekalan Air Selangor has been instructed to return water supply to regular frequency. "The state feels that there isn't a necessity to wait for the dam to reach a 50 percent level because we are confident that of efforts such as pumping water from ponds in addition to regular rain at catchment areas will increase the water level at the dam," Khalid told a press conference on Wednesday.

Yes, it has been raining. But no, it has not helped raise the water level at the Sungai Selangor dam – the largest in the state and the main supplier in the Klang Valley. The Malaysian Meteorological Department said unsuitable atmospheric conditions were partly the reason water levels at dams had not increased much despite cloud seeding.

With its biggest dam scheduled to go dry in just 19 months, Selangor is seeking the help of Thailand’s “Royal Rainmaking Centre” to ease the water crisis in the state. “Selangor Water Management Council (Luas) has been directed to contact the Thai Government for us to use this technology by next week,” he said. He added that the technology was more efficient than the traditional cloud-seeding and had been successfully used by several drought-hit countries.

He said the other initiatives include pumping water from nearby streams into the ponds surrounding the Sungai Selangor dam. This effort undertaken by the Selangor Water Management Authority (Luas) and the state Drainage and Irrigation Department can produce 400 MLD (million litres per day) of water. “The state is also looking into ways to tap underground water,” he told reporters.

"For now, we must continue with rationing as the level at the main dam, the Sungai Selangor dam, is below the critical level and can only last 29 days if rationing is not conducted," Menteri Besar Abdul Khalid Ibrahim said in a statement. "We really hope the rakyat understands this situation and supports our efforts to prepare for the dry season which is expected to be worse and prolonged.

Syarikat Bekalan Air Selangor (Syabas) will continue with the water rationing plan stage one, three and four as decided by the Selangor state government and approved by the National Water Services Commission.

Its corporate communications and public affairs assistant general manager Priscilla Alfred said, to date, all the plans were being implemented according to schedule. She said the Cheras Batu 11 Water Treatment Plant was still not operating since it was closed again Monday when the ammonia level continued to be at a level higher than that permitted by the Health Ministry.

The water rationing plan stage one involves several areas in Hulu Langat, Kuala Langat and Sepang while the third stage involves Gombak, Petaling, Kuala Lumpur, Klang/Shah Alam, Hulu Selangor and Kuala Selangor.

Areas in stage four are Gombak, Petaling, Klang/Shah Alam, Kuala Selangor, Kuala Langat, Hulu Selangor, Hulu Langat and Sepang.

She said Syabas also urged consumers to be prudent in their water consumption and not commit any offences such as vandalising the distribution pipe system to get water supply.

Syarikat Bekalan Air Selangor (Syabas), has relaxed all levels of the water rationing plan throughout the state of Selangor, Kuala Lumpur and Putrajaya temporarily.

Syabas Assistant General Manager of the Corporate Communications and Public Affairs Department, Priscilla Alfred said the relaxation of the rationing plan followed the restart of operations at the Water Treatment Plant (LRA) at Cheras Batu 11 and Bukit Tampoi since March 30 after the ammonia content in the Sungai Langat had declined to a low level.

"Water supply from both treatment plants had been channelled by Syabas to the areas which had water rationing as usual. "However, the operating company for both treatment plants, Puncak Niaga (M) Sdn Bhd informed that the situation had not been truly stable with the erratic ammonia content in Sungai Langat," she said in a statement today.

Meanwhile, the relaxation of the third and fourth stages of the rationing plan was made possible as all the treatment plants had increased their production of treated water after the rise in the flow of river water around the Sungai Selangor area.

The National Water Services Commission (Span) has approved the stage four Water Supply Rationing Plan, effective Friday. Syabas assistant general manager of Corporate Communications and Public Affairs Department, Priscilla Alfred, said the plan would be implemented simultaneously with Stages One and Three which have been extended until April 30.

Insiders say if the water levels decrease and rain does not fall over the water catchment areas, rationing could continue until the end of the year.

“The water supply from the dams is not enough to supply water to more than seven million users in Klang Valley,” said the source. “Phase five may begin soon and if the condition worsens, there is a possibility rationing could continue till December.”

The source said the Selangor government must come up with a plan to overcome the current water woes. “The state government should find new water sources to overcome the problem.”

Selangor had earlier this month launched the Hybrid Off River Augmentation System (Horas) project — a storm-water harvesting system and accumulation of groundwater. The first phase, however, would only be completed by July next year while the Horas will be up and running by 2020. It would reduce the reliance on dam and surface water and would be able to meet demand during prolonged dry seasons. However, the source said the Horas project should have been carried out years ago as it may take a long time for dams to be filled up due to the present hot season. “Even though it is raining, it is too hot and rain water falling in catchment areas is evaporating,” the source said

The decision whether the scheduled water distribution in Selangor, Kuala Lumpur and Putrajaya needs to be continued after March 31 will depend on the water level at the dams concerned.

The National Water Services Commission (SPAN) said in a statement today that it had approved the stage three of the scheduled water distribution in Selangor, Kuala Lumpur and Putrajaya up to March 31, 2014.

“The rain that has fallen since March 16 could not raise the water level at the major dams. According to figures, the highest rainfall recorded at the Sungai Selangor Dam — the largest dam in Selangor — was only 6.73mm on March 16,” the statement read. Span said that water levels at the 7 dams in Selangor were still dropping.

“For Negeri Sembilan, Syarikat Air Negeri Sembilan (SAINS) had withdrawn the scheduled water distribution in the districts of Jempol and Tampin which was implemented since March 6, 2014. “The withdrawal follows the ability of the Water Treatment Plant (LRA) in Gemas Baru to produce water as usual, that is, 28 million litres per day (JLH) due to the rise in water level of Sungai Muar,” the statement said.

On the position of water supply in Johor, SAJ Holdings had withdrawn the scheduled water distribution in the districts of Kluang, Kulai Jaya and Kota Tinggi following rainfall for the past one week.

The first stage of the water supply ration plan has been discontinued as the Cheras Batu 11 and Bukit Tampoi are now back in operation. Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) confirmed this in a statement on Thursday.

However, Syabas would still be monitoring the ammonia content in Sungai Langat and would impose the water ration again if it was found to be at the dangerous level. "At present the water treatment plants will be operating according to the quality of the raw water sources to enable the water supply to be channelled to the areas being rationed in Hulu Langat, Kuala Langat and Sepang," it said.

The areas that are scheduled to have rationed water supply will receive water supply for the time being while the two water treatment plants are in operation. Meanwhile the third stage of water supply rationing is still being continued despite the occurrence of rain in several areas since the last few days.

Syabas said it would be continued until amendments or directives were received from the Selangor state government and the National Water Services Commission (SPAN).

Nearly 70 per cent more households in the Klang Valley will now come under the ongoing water rationing in Selangor, after state water utility Syarikat Bekalan Air Selangor (Syabas) today expanded the exercise to include previously unaffected areas.

National Water Services Commission (SPAN) announced a total of 3.6 million people will be affected with the third phase of water rationing starting this Monday (March 10) and expected to last until March 31.

He said the affected areas in Klang Valley, Selangor and Putrajaya are expanded to six zones -Gombak, Kuala Selangor, Kuala Lumpur, Hulu Selangor, Petaling, Klang, Shah Alam, Kuala Langat and USJ.

The alternating schedule of two days of supply and two days without remain unchanged, as are the zone designations previously announced. Consumers must rely entirely on stored water during days without supply. The expansion now raises the number of households affected from the previous 431,617 to 722,424.

The Dry Season In Klang Valley Might End Soon

Klang Valley folks will not have to wait too long to get some relief from the prolonged dry spell as there should be changes in wind patterns soon, said the Malaysian Meteorological Department (MMD).

MMD’s national weather centre director Muhammad Helmi Abdullah said rain was expected to occur gradually following the change from the north-eastern monsoon towards the inter-monsoon season over the next two weeks.

“It is difficult to predict when the next showers will occur, but by mid-March, do expect more showers and thunderstorms,” he said yesterday.

Despite that, Muhammad Helmi said cloud seeding operations would continue over water catchment areas serving dams. “At the moment, our primary focus is to increase water levels in these areas, although the rain does help with reducing the haze as well,” he said.

PETALING JAYA: Selangor will implement phase three of the water rationing exercise if the water level at the Klang Gates dam does not rise, with more people likely to live with water cuts.

Selangor executive councillor Elizabeth Wong said the current level was at 52.91% and if it dips to 50%, it would be considered critical. “Judging by the water level, I believe we have to be prepared for phase three soon. “The point of rationing is to ensure everyone has water and so it may be necessary to do so,” she said.

Areas that are likely to be affected by phase three include Melawati and Ampang which are close to the Klang Gates dam.

She said that of the eight dams in Selangor, only the Klang Gates dam and the Sungai Selangor dam were near or at the critical levels.The Sungai Selangor dam water level was at 45.33% yesterday.
