Named "Capital 21", the mall is developed by Capital City and will span over 1.2 million sq ft.

The indoor theme park - MCM Studio - will take up home on the third and fourth levels of the mall, while its retail shops are designated into five themed zones.

It is located just a mere 20 minutes away from the Woodlands Checkpoint.

After a slight delay, Capital 21 had its soft opening on 17 October.

This patron called out the mall's lack of "basic mall management", as it couldn't even get the mall "clean and shining" before welcoming visitors.

"The dust is everywhere, no cleaner seen at site, all construction debris and tools is here and there," the patron wrote.

Meanwhile, this patron took photos of the mall's unfinished state. She claimed the mall was so filthy that it turned the colour of her tyres white with dust.

Another patron said that the playground was "really filthy" and questioned if there were any parents who would allow their children to play there.

Capital City has since responded, thanking patrons for the comments and clarifying that the mall is still in its "soft opening" stage

"Capital City is currently at the soft launching stage and we will strive to improve our standards as soon as possible," the post read.

"Thank you for your support. We will be extraordinary in the coming months!"

Another mall in Cheras was also recently criticised by netizens for its 'unfinished' look:
