The incident is believed to have happened at Delima Palace Condominium in Jelutong, Penang around 4.15pm on 4 January, although the video was only posted yesterday, 15 January.

According to the victim, the man was furious that his car was clamped and attempted to remove the clamp himself with a pair of bolt cutters. When Ramaraj tried to advise him against doing so, the man hit him with the bolt cutters.

Ramaraj also explained that the condominium management had decided to clamp the car because it was parked beyond the area's permitted hours.

Ramaraj then proceeded to film the man, who tried to snatch the phone away when he realised he was being filmed

"He then beat me up with his fists and kicked me, besides shouting profanities at me," Ramaraj said.

The victim also alleged that the man dared him to make a report police, retorting that he is not afraid of the authorities

Both parties have since lodged separate reports on the incident, according to Northeast district police chief Assistant Commissioner Mior Faridalatrash Wahid. Police are currently investigating the case under Section 324 of the Penal Code for causing hurt.

"We are getting statements from witnesses, as well as going through the condominium's closed circuit television (CCTV) recording," Mior added.
