Former Kelantan Umno deputy chairman Tan Sri Annuar Musa described the introduction of hudud in the state as timely, and pointed out that neighbouring Brunei had already implemented the law.

The sole Barisan Nasional MP who voiced his support for the implementation of hudud in Kelantan has now asked PAS and its Pakatan Rakyat coalition members, especially PKR, to be on the same page before bringing the matter up in Parliament.

“The matters of religion are under the state’s jurisdiction, hence we need to unite to make Allah the supreme law of the state,” the Ketereh MP.

Daud said that there was sufficient infrastructure to enable the court to carry out the punishments. However he said several provisions must be fulfilled, including appointing special judges, accurately following hudud requirements, and obtaining the state’s consent to enforce the Kelantan Syariah Criminal Code (II) Enactment 1993.

Following Daud's statement, Kelantan Deputy Menteri Besar Datuk Mohd Amar Nik Abdullah said the state had already formed a technical committee to study the implementation of hudud, without explaining its functions.

“To amend, we need a majority vote. The hudud enactment in Kelantan cannot be implemented as long as the Constitution is not amended. So, if the minister said so, we welcome it... we debate."

In Islamic law or Sharia, hudud usually refers to the class of punishments that are fixed for certain crimes that are considered to be "claims of God." They include theft, fornication and adultery (zina), consumption of alcohol or other intoxicants, and apostasy.
