Education Minister Says Family Members Of Bullied Students Are Not Allowed To Cane Bullies

Caning can only be carried out by the headmaster or an authorised teacher, the Education Minister said.

The Education Ministry has stated that family members of bullied students are not allowed to cane bullies during school assemblies

The ministry cited strict disciplinary guidelines that govern student punishment in schools.

The matter was raised by Jerlun member of parliament (MP) Abdul Ghani Ahmad, who asked if the next of kin of bullied students would be allowed to administer caning as a disciplinary measure against bullies.

Education Minister Fadhlina Sidek stated in a parliamentary written reply to the Perikatan Nasional MP yesterday, 4 February, that while caning is a permitted form of punishment for serious offences, including bullying, it is subject to strict regulations under the Education (School Discipline) Regulations 1959.

"Caning is not meant to be a form of abuse but serves as an educational method to discipline students and help them understand the consequences of their actions. However, the punishment must adhere to established guidelines," she said while emphasising that caning can only be carried out by the headmaster or an authorised teacher, and it cannot be imposed on female students.

Furthermore, public caning is strictly prohibited, meaning it cannot be carried out during school assemblies.

Fadhlina also reaffirmed that neither parents nor members of the public have the legal authority to take physical action against students

Instead, the ministry encourages strengthened communication between schools and parents to address disciplinary matters through early intervention, counselling, and character-building initiatives.

"Through this approach, students are not only educated about the consequences of their actions but also nurtured with good manners and morals," she said.

The ministry underscored that education policies prioritise holistic development, discipline, and values-based learning, urging all parties to work together in fostering a safe and conducive school environment.
