Mentri Besar Tan Sri Khalid Ibrahim, who tabled the budget at the state legislative assembly Tuesday, said 66.2% of the budget was allocated towards operational expenditure, which also encompassed supply and funding expenditures.

The budget, themed "An Economic and High Impact Budget for the People's Well-being" also allocated RM430 million from the state reserves worth RM2.712 billion to fund development for the people of Selangor.

He added that the government would implement a bi-annual budget inspection next year to prevent overspending and set up a Good Governance, Agency and Government Linked Company committee to ensure all aspects of the process, procedure, system and human capital was on par with international practices.
nst.com.myAlthough it is the biggest budget in the state’s history, Khalid wants to introduce more money saving initiatives, the latest being a special committee to trim operating, spending and procurement costs for all state agencies and departments.
For example, the committee will be tasked with helping agencies and departments cut back on spending for events and outstation trips.

Abdul Khalid also proposed for a study on the salary scheme, gratuity and allowance for the State Assembly Speaker, Deputy Speaker and assemblymen.
Meanwhile outside the state assembly, Abdul Khalid commented that the higher management expenses allocation was due to an increase in salary for the state's civil servants next year.

In last year's budget of RM1.63 billion, only RM633 million was allocated for development. About RM500 million of the state reserves was to be used for development, but the state government had never utilised the funds.
