Selangor Announces The "Biggest Ever", Record Breaking Budget For 2014

The Selangor government today tabled a balanced RM1.85 billion budget for 2014 at an estimated increase of 13 per cent compared to RM1.63 billion this year.

Mentri Besar Tan Sri Khalid Ibrahim, who tabled the budget at the state legislative assembly Tuesday, said 66.2% of the budget was allocated towards operational expenditure, which also encompassed supply and funding expenditures.

"Out of this, 62.2% or RM388 million will be allocated for the infrastructure sector, followed by RM143.18 million or 22.91% for social purposes and 14.47% or RM90.401 million for the economic sector," he said at the state assembly sitting.

"As for development, RM388.728 million is for infrastructure; RM143.182 million for social sector; RM90.401 million for economy and RM2.608 million for the municipal sector," he said.

He said the management expenses were broken down to RM421.748 million for services and supplies; RM411.801 million for grants and fixed payments; payments of emoluments (RM370.552 million), purchase of assets (RM6.416 million) and RM14.591 million for other expenses.

The budget, themed "An Economic and High Impact Budget for the People's Well-being" also allocated RM430 million from the state reserves worth RM2.712 billion to fund development for the people of Selangor.

“I would also like to take this opportunity to announce that as at October 31, 2013, Selangor’s consolidated funds in the form of cash and investments were RM2.7bil.

“This amount indicates that the state’s reserves are the highest ever achieved in the history of Selangor,” he added.

He added that the government would implement a bi-annual budget inspection next year to prevent overspending and set up a Good Governance, Agency and Government Linked Company committee to ensure all aspects of the process, procedure, system and human capital was on par with international practices.

Although it is the biggest budget in the state’s history, Khalid wants to introduce more money saving initiatives, the latest being a special committee to trim operating, spending and procurement costs for all state agencies and departments.

For example, the committee will be tasked with helping agencies and departments cut back on spending for events and outstation trips.

In tabling the budget at the state assembly, Khalid estimated revenue collection totalling RM1.85 billion, 57.65% of which is through non-tax revenue.

Abdul Khalid also proposed for a study on the salary scheme, gratuity and allowance for the State Assembly Speaker, Deputy Speaker and assemblymen.

Meanwhile outside the state assembly, Abdul Khalid commented that the higher management expenses allocation was due to an increase in salary for the state's civil servants next year.

Setting up a state public transport council;

RM26 million for education programmes of which RM16 million will be allocated to Chinese, Tamil and private Muslim schools; and

Setting up a fund for those suffering from critical diseases.

In last year's budget of RM1.63 billion, only RM633 million was allocated for development. About RM500 million of the state reserves was to be used for development, but the state government had never utilised the funds.

Queried as to why the development allocation was lower for 2014 compared to this year, he responded that it was only a difference of RM8.1 million.
