42-Year-Old Malaysian Man Jailed For Paying Boys To Have Sex With Him

He pleaded guilty to 11 charges of sexual offences involving underage boys.

A 42-year-old Malaysian man has been jailed for six years and eight months and fined SGD2,000 (RM6,171) for paying young boys to have sex with him

Channel NewsAsia reported yesterday, 8 May, that the man, Hiew Chung Wai, a masseur, had paid four teenage boys to perform sexual acts on him over the span of a few years and organising an orgy with a 14-year-old boy.

Hiew pleaded guilty to 11 charges last month - six counts of having sex with boys under the age of 16, two counts for aiding and abetting an accomplice to sexually penetrate a 14-year-old boy during an orgy session, one count of sex trafficking involving a 14-year-old boy, one count of receiving payment in connection with the sexual exploitation of the trafficked victim and one count for the possession of 151 obscene film which shows men having sex with adolescent boys or all-male orgies.

According to Straits Times, 20 other charges against him were considered during his sentencing.

District Judge Shaiffudin Saruwan said that the offences conducted by Hiew were particularly egregious as Hiew had "gone beyond predatory behaviour... in the pursuit of his own sexual gratification... (he went) one step further. He also involved them (the adolescent boys) in sexual orgies with other adults".

The man, who has been identified to have hebephilia, met his first two victims on Faceook. It all started in 2011, when he scouted for adolescent boys to engage in his sexual desires.

Hebephilia is the sexual preference for early adolescent children, usually between the ages of 11 and 14.

Hiew made "friends" with his first victim, a 14-year-old boy on Facebook and started sending the boy obscene sexual images. He eventually offered the boy SGD30 to SGD50 (around RM93 to RM154) to perform a sexual act on him.

The boy had agreed to the proposition and met Hiew at his apartment in Singapore to perform the sexual act on him. He was paid SGD20 (RM62) for the oral sex.

Hiew met his second victim, another 14-year-old boy, sometime later that year and had allegedly offered the boy SGD50 (RM154) to meet him for lunch and some "fun" afterwards

The report said that the boy told the court that he had said yes for the money and because he thought that Hiew's photo on Facebook was "attractive".

Here's the catch - the photo that the boy thought was "attractive", wasn't Hiew's. But when the boy came over to Hiew's flat, he lied and told him that the person in the photo was his friend and that he was not home on that day.

Despite that, the boy had went on to perform the sexual act on Hiew and was paid SGD60 (RM185). Two years later, in 2013, the boy had his second sexual encounter with Hiew and was promised SGD80 (RM247) for sex but was never paid.

Things escalated when Hiew's second victim introduced him to two of his friends in mid-2013

The two boys were apparently in need of money and was told by Hiew's second victim - their friend - that Hiew was willing to pay the boys to have sex with him.

Hiew's third victim, a 14-year-old boy, had called Hiew to discuss the particulars of the "services" he was willing to offer and Hiew had apparently agreed to pay SGD50 (RM154) for the teenager's sexual services.

The masseur took the opportunity and suggested a gathering at his second victim's house which reportedly took place some time between August and September 2013.

Four people were involved in the orgy that had apparently lasted 40 minutes - Hiew, his second and third victims, and a 19-year-old accomplice. The third victim received SGD50 (RM154) from Hiew after the orgy.

Channel NewsAsia reported that the third victim's second encounter with Hiew was in February 2014 in a handicapped toilet at the Woodlands Civic Centre, where they engaged in sexual acts and the boy was paid another SGD50 (RM154) for it.

The hebephilic man met his fourth victim in October 2015 and this time he wanted regular sex and was willing to pay more. The boy was only 15 then.

Hiew wanted the boy to have sex with him four times a week and would pay him SGD200 (RM617) for it. The teen agreed and the offences happened at the boy's home from late October to early November 2015.

A month later, Hiew got the same boy to meet six other men who would each pay him SGD30 (RM93) for performing sexual acts on them.

On a separate account, Hiew got in touch with three other men - two of which were 17 and 19 - and asked them if they wanted to engage in sexual acts with the fourth victim by showing them the boy's photo. The charge for the "service" was SGD30 (RM93) each.

Hiew had advertised the boy's "services" on the gay networking app, Grindr. He eventually organised an orgy at a hotel in Chinatown with another Malaysian man's whose identity remains unknown.

The first, second, and fourth victim were part of the orgy that happened on 14 December 2015, and they performed sexual acts on the men and Hiew took photos of it. The orgy lasted for nearly 11 hours. Straits Times reported that none of the accomplices has been dealt with as their cases are still pending.

Hiew was arrested two weeks later on 28 December 2015. He was caught with 151 obscene video films, including those of unsuspecting boys in public toilets on his mobile phone.

Straits Times reported that Deputy Public Prosecutor Winston Man had initially urged the court to sentence Hiew to seven years' jail as Hiew's offences are deliberate he was "fully aware that his victims were underage".

DPP Man also mentioned that Hiew has a high risk of reoffending, as mentioned in an assessment by the Institute of Mental Health.

However, Hiew's lawyer, Cheryl Ng, had apparently asked for a shorter sentence, saying five years would be "sufficient" as the perpetrator was not proven to have been violent towards the victims and that they had sought Hiew out.

"They understood what they were contacting Hiew for, so (it) cannot be viewed as being completely naïve and vulnerable," read the report by Channel NewsAsia.
