The incident happened on 17 December in Hefei city, in Anhui province, according to Chinese news site South China Morning Post.
A short video shows the collector carefully placing 40 green rubbish bins around the black SUV that was in a no-parking zone
The elderly city official had reportedly asked the driver to park somewhere else but had been bluntly refused.
The cleaner, whose name was not given, was reportedly frustrated that the car was blocking the entrance to the waste yard where he works

"The driver should not park his car here. It blocks the emergency exit and the entrance to the waste yard. **I can hardly work this way, and can't get leave work if the car stays here,**" the cleaner said in the video.
