International Anti-Corruption Academy (IACA) programme and activity co-ordinator Professor Alan Doig said the Malaysian Anti-Corruption Commission (MACC) was on the right track to emerge as the best anti-corruption agency in the world.

"Malaysia is on the top 10 list of anti-corruption agencies in the world. I can see MACC is on the right track to become the most effective agency among other countries," he told reporters after a session to introduce the Enforcement Module of the 'Masters of Anti-Corruption Studies' (MACS) programme today.

"I can safely say that Malaysia is in the top ten agencies or among the 5% of agencies with the best corruption prevention efforts," he told reporters after the Introduction Course for the Master in Anti-Corruption Studies offered by the International Anti-Corruption Academy (IACA) yesterday.

Doig, who is Newcastle Business School, Northumbria University Visiting Professor and North-East Fraud Forum board member, is confident that MACC is not only able to implement changes effectively but also understands and listens to what the public wants.

"Many countries could not implement transformation and changes continuously. I see that MACC is successful in this aspect... there are effective programs, there is good leadership which understands public expectations," he said.

He said that Malaysia was chosen to conduct one of the MACS Modules because of its transparency and professionalism in eradicating corruption.

The program was introduced for the first time, with 26 students from 17 countries joining the program. Participants consist of members from the enforcement agencies, non-governmental organizations (NGO) and members of the government administration.

MACS, a two-year program that is offered by the International Anti-Corruption Academy (IACA), based in Vienna, Austria. It is specifically designed for professionals to enhance their understanding on the complex linkages of corruption on the social environment.

The module will be taught by among others including, the Chief Commissioner of MACC, Tan Sri Abu Kassim Mohamed, who is also the Deputy President of the International Association of Anti-Corruption Agencies (IAACA); former Deputy Commissioner of the ICAC Hong Kong, Daniel Li; Senior Coordinator of Programs and Activities IACA, Alan Doig and accounting lecturer from the University of Technology MARA (UiTM), Prof Dr. Syed Noh Syed Ahmad.

Doig, who is the author of Fraud: The Counter-fraud Practitioners Handbook has more than three decades of experience in corruption prevention works, was asked about his views on MACC as an independent commission that was formed in 2009.

In a statement, MACC said the appointment to the IACA board was considered one of the highest honours in the field of anti-corruption initiatives. "It is a great honour to gain acknowledgement from accomplished individuals in the field of anti-corruption, especially from the IACA Commission," the statement quoted Abu Kassim, who is attending the conference in Vienna, as saying.
