It’s now been verified that the final OS is actually preventing non-certified cables from charging.

It first happened in beta stages of iOS 7

The first beta version of iOS 7 included a system for warning users when they were using unauthorized cables or accessories with their devices.

During the beta stages of iOS 7, using a non-certified Lightning cable on an iOS device would result into a message saying that the cable or accessory is “not certified and may not work reliably.”

There seems to be a workaround solution:

While it appears that Apple has disabled these chargers from powering up the devices completely, some non-certified chargers will still work and there is also a workaround to get it working, at least temporarily.

The somewhat complex and annoying workaround could push some people to consider buying certified accessories which are often priced at a premium due to licensing fees paid to Apple and the use of Lightning authentication chips found in both the cables and connectors.
