As per WSJ report, YES! Apple's next iPad Mini will likely have 'Retina' display from Samsung

Apple is working with suppliers in Asia on its next iPad Mini with a high-resolution display produced by Samsung, its top smartphone market rival.

Despite the two companies being bitter rivals, Apple has been forced to switch back to Samsung alongside Sharp and LG Display for high-density displays as their current provider, AU Optronics, is not able to deliver the volume it requires in a timely fashion.

The new iPad mini will source screens from Samsung’s display unit as well as from Sharp and LG. While the report stated that Apple initially planned to limit its component sources to Sharp and LG, Samsung was later added to ensure adequate supply of screens.

If the next iPad mini is to have a Retina display, it goes against what recent iOS 7 code revealed: an upcoming "iPad 2,8", "iPad 2,9" or "iPad 2,10" should feature the same display resolution as the current model, with a performance boost thanks to Apple including their A6 chipset in the device.

For the current iPad mini, Apple uses screens from LG Display and Taiwan’s AU Optronics Corp.

But as per Apple blog 9to5Mac's report, NO! Apple has A6-based iPad mini without 'Retina' display in the works

Citing "references in the iOS 7 SDK sent to us by a developer," 9to5Mac reports: "Apple is testing a new iPad mini that includes a faster processor but not a Retina display."

smh.com.au

According to the site, the information hints at three new iPad mini models, iPad "2,8," iPad "2,9," and iPad "2,10, with code names J75, J76, and J77, pointing to one WiFi-only model and two 3G models.

The references also suggests that the new iPad mini would be powered by a "s5l8950x" processor, which is the A6 SoC (system-on-a-chip) that also powers the iPhone 5. The references also points to a non-Retina screen.
