Prime Minister Datuk Seri Anwar Ibrahim has ordered an immediate halt to all ongoing university disciplinary proceedings concerning free speech, public criticism, and peaceful assembly

He announced the decision during the tabling of Budget 2027 today, 9 October.

The decision comes as Putrajaya works on drafting a fresh legal framework to replace the controversial Universities and University Colleges Act 1971 (AUKU).

Anwar, who is also the finance minister, explained that the Higher Education Ministry (MOHE) is currently formulating a new framework designed to safeguard academic freedom, student rights, and institutional autonomy

"Effective immediately, all disciplinary proceedings at public universities related to freedom of speech, expression of views, public criticism, and peaceful assembly have been halted," he said.
