MCMC Launches LESTARI Roadmap To Drive Sustainability In Malaysia’s Communications Sector

Communications Minister Datuk Seri Fahmi Fadzil just launched the Sustainability Framework and Roadmap 2030 (LESTARI)

LESTARI is a strategic framework by the Malaysian Communications and Multimedia Commission (MCMC) to guide sustainability efforts across Malaysia's communications sector.
The framework covers telecommunications, broadcasting, as well as postal and courier services, with the aim of turning sustainability goals into more coordinated action across the industry.
One of LESTARI's key focuses is the circular economy, particularly through reducing electronic waste, extending the lifespan of devices, and improving access to more affordable technology

Under the initiative, devices that are still usable can be refurbished and reused rather than simply discarded.
According to MCMC, this could help reduce device ownership costs while expanding access to technology, particularly for vulnerable and lower-income groups.
By 2030, LESTARI targets 15 million devices to be managed sustainably through reuse, upgrades, replacement with more efficient technology, and responsible recycling.
The initiative is also expected to benefit five million Malaysians through various social impact programmes carried out by MCMC together with industry players.
LESTARI is structured around three main pillars: Climate and Environmental Sustainability, Social Impact and Inclusion, as well as Technology and Innovation

The first focuses on areas such as energy efficiency, reducing carbon emissions, renewable energy, the circular economy, and infrastructure resilience.
The second covers inclusion, safety, skills, and the wellbeing of Malaysians, while the third looks at technology, artificial intelligence (AI), and low-carbon innovation as tools to accelerate sustainability solutions.
MCMC said implementation will be monitored regularly using targets and indicators established together with industry players.
The framework was developed through industry engagement involving 116 participants from 47 organisations, providing a shared direction for sustainability efforts across the sector

MCMC also introduced the Net Zero & Circularity Alliance (NZCA), an industry collaboration platform focused on reducing carbon emissions and strengthening the collection, reuse, and recycling of devices.

The roadmap supports Malaysia's sustainability goals like the Malaysia MADANI framework, the 13th Malaysia Plan, the National Energy Transition Roadmap (NETR), and the country's commitment towards net-zero greenhouse gas emissions as early as 2050.
