Malaysian motorists with exemplary driving records could soon enjoy significant savings under a newly introduced government-backed scheme aimed at rewarding responsible road behaviour
Transport Minister Anthony Loke announced the launch of the Cermat Madani programme, an innovative initiative developed by the Ministry of Transport in collaboration with 10 leading insurance and takaful providers nationwide, as reported by the New Straits Times.
Under the scheme, eligible motorists can receive discounts of up to 10 percentage points, which can be stacked directly on top of a motorist's existing No-Claim Discount (NCD).

Under the conventional framework currently operating in Malaysia, disciplined drivers who maintain a completely claim-free driving history over five consecutive years are eligible to receive a maximum NCD cap of 55%
By introducing the Cermat Madani mechanism, the government has created a pathway for safe road users to expand their total insurance premium savings to a remarkable 65%.
This effectively reduces the final out-of-pocket costs for a massive portion of compliant drivers, offering tangible relief against the backdrop of modern economic and urban living pressures.
To claim these rewards, private vehicle owners are required to process their upcoming road tax renewals directly through the government's official MyJPJ mobile application
During the digital renewal process, the platform will initiate a comprehensive risk assessment evaluation conducted by the participating insurance and takaful operators.
The underlying mechanics of the system rely on an advanced, AI-powered risk assessment engine that seamlessly integrates real-time data from the Road Transport Department (JPJ) along with official police traffic summons records to compile a highly accurate compliance score for each driver.
While the sophisticated algorithmic scoring mechanism is scheduled to transition into its fully functional phase on 10 September, the government is opening up the application channel early to encourage broader public adoption of the MyJPJ digital ecosystem
Private vehicle owners do not need to wait until the final hour to access these benefits, as the Ministry of Transport has confirmed that individuals can apply for the Cermat Madani premium assessment up to two months prior to the official expiration date of their current road tax.
The Transport Ministry also said the federal government will not dictate the precise parameters of the underlying scoring matrix, meaning that the specific volume of historical traffic summonses considered or the exact final discount percentage awarded will remain entirely at the corporate discretion of the individual insurance providers.
When an underwriting firm receives a user's compliance score through the integrated database, it will determine the exact financial rebate, whether it sits at 5%, 8%, or the maximum 10%, based strictly on its internal corporate risk management policies.
This market-driven pricing flexibility is heavily supported by Bank Negara Malaysia's ongoing and gradual liberalisation of motor insurance tariffs, a structural economic shift that allows local insurers greater latitude in offering risk-based premium pricing
By enabling insurers to move away from rigid, one-size-fits-all tariff boundaries, the Cermat Madani framework successfully transforms road safety from an abstract civic duty into a direct financial asset for everyday Malaysian drivers.
