A comprehensive baseline study on the proposed Disaster Risk Reduction Act, which follows the earlier proposal for a dedicated National Disaster Management Bill, is expected to be completed within 12 months
Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi stated that the National Disaster Management Agency (NADMA) is conducting the evaluation, according to the New Straits Times.
Its eventual findings and statutory recommendations will be closely coordinated with relevant ministries, state stakeholders, and emergency response agencies before any policy or legislation is finalised.
Responding to a parliamentary question from Wangsa Maju MP Zahir Hassan on the latest progress regarding the draft legislation, Zahid explained that the government has not yet set a definitive timeline to table the National Disaster Management Bill in the Dewan Rakyat
The pause on setting a hard parliamentary deadline stems from the ongoing review process, which focuses on identifying the exact form and necessity of the proposed legal framework.
Zahid, who also serves as the Rural and Regional Development Minister, said that Putrajaya wants to avoid enacting legislation that merely duplicates existing mandates without addressing real systemic shortcomings.
Instead, the findings will form an empirical foundation for NADMA to reinforce national disaster governance, with particular emphasis on preventive planning, risk reduction, and building local community resilience ahead of extreme weather events.
