A second Mitsui Outlet is planned for construction as part of the Penang International Airport (PIA) expansion works

According to New Straits Times, news of the outlet's construction first came about in 2018, announced by the Penang Federal Action Council chairperson Datuk Seri Zainal Abidin Osman.

The mall is set to be constructed in front of the PIA's multi-storey car park, and is expected to be completed in about three to four years.

Construction of Mitsui Outlet Penang was initially planned to begin before the pandemic, but due to unresolved traffic congestion issues, it was put on hold.

Bayan Baru member of parliament (MP) Sim Tze Tzin announced that the construction of the mall and the airport expansion project will occur simultaneously. The expansion and the mall are expected to attract over 12 million visitors annually.
