• Have a household income that does not exceed the current poverty line income (PGK) for hardcore poor households, or the current average per capita PGK for the hardcore poor
• Senior citizens without children are also eligible if they live with or are cared for by family members or caregivers whose income exceeds the current household or per capita PGK
