Taiwan To Go Fully Digital With Arrival Cards Starting 1 October

Taiwan will phase out paper arrival cards entirely and require all travellers to submit the Taiwan Arrival Card (TWAC) online starting 1 October 2025
The country's Ministry of the Interior (MOI) announced that the move aims to streamline immigration procedures and reduce processing times for visitors at all airports and seaports.

Travellers should fill up the arrival card on the TWAC website within three days before arrival.
Instructions on how to complete the form are available in Chinese, English, Japanese, Korean, Thai, Vietnamese, and Indonesian.
To make submissions faster, passengers can upload a photo of the personal information page from their passport, allowing the system to auto-fill most of the required data

For families or groups, one person may fill out forms on behalf of up to 16 travellers, further speeding up immigration and customs clearance.
If you've forgotten to fill up the TWAC online, the National Immigration Agency has provided QR codes to the website at airports.
These codes will be displayed during flights and at ports of entry, allowing travellers who haven't completed the form beforehand to scan and submit their details before presenting passports at immigration.
The MOI recommends that travellers ideally complete the form before their passport is checked to ensure a smooth entry process.
The TWAC requirement applies to foreign nationals, including Malaysians

It also applies to Hong Kong and Macau residents with multiple-entry permits, Mainland Chinese tourists with permits, and Taiwanese citizens without household registration or residence certificates.
For those without mobile phones, devices will be provided at Taoyuan International Airport for online form submission.
While paper forms will remain available, they are reserved for exceptional cases.
This transition reflects Taiwan's broader effort to modernise entry procedures, making arrivals faster and more efficient for the growing number of visitors.
