According to Anwar, who is also the finance minister, the 13th Malaysia Plan (13MP) has laid the foundation for education reform to create a knowledge system that is more comprehensive and agile in responding to future demands.

Secondary education has also been made compulsory, following the passing of the Education (Amendment) Bill 2025.

Here are the key measures highlighted during the Belanjawan 2026 tabling:

1. School infrastructure upgrades

The quality of school infrastructure remains a priority, with nearly RM2 billion allocated to upgrade over 520 dilapidated schools, particularly in Sabah and Sarawak.

This includes improving student facilities and teachers' rooms, following the successful, rapid repair of toilets, canteens, and prayer rooms.

A further 38 new schools will be constructed to meet local population needs. Additionally, RM100 million will be used to build new classrooms via the Industrialised Building System (IBS) in over 100 high-density schools, with construction taking a maximum of six months.

To address the shortage of preschool classes, RM100 million is provided to build 350 new preschool classrooms in existing school buildings.

2. More aid for students

A total of RM150 million is allocated for the Federal Small Scholarship to help school children. Meanwhile, RM870 million has been earmarked for the Supplementary Food Programme, which will supply nutritious meals to 870,000 students.

The government has also agreed to expand the General School Aid, which previously covered only poor students in Form 3, to include those up to Form 5, with a total allocation of RM180 million.

All 5.2 million government school students will receive a RM150 Early School Aid, with a total allocation of RM800 million. Starting in 2026, this aid will be distributed to parents through teachers at schools to foster a better relationship between teachers and parents.

3. Aid for preschools and special needs education

Six new nurseries and kindergartens (KEMAS) will be built, while another RM20 million is allocated to improve existing national unity nurseries.

For special needs education, two new schools will be built, and 35 new blocks will be added to existing schools at a cost of RM700 million.

Tabika KEMAS will also introduce "Kelas Tunas Istimewa" in every state for children with mild autism. All 150,000 students with disabilities (OKU) will receive a monthly allowance of RM150, with a total allocation of RM270 million.

An additional RM30 million will be used to improve school facilities and equipment to be more OKU-friendly.

4. Teacher and curriculum development

To address educational dropout issues, a RM30 million allocation has been set aside for the Program Anak Kita, in collaboration with Yayasan Hasanah.

In line with the 13MP's emphasis on in-service training, RM115 million will be used to provide teachers with preparatory training for the 2027 curriculum and training for STEM pedagogy.
