The government is considering setting up a national Domestic Violence Offender Registry to track repeat domestic violence offenders across the country
Women, Family, and Community Development Minister Datuk Seri Nancy Shukri said the proposal was discussed during a Domestic Violence Case Coordination Meeting on 29 April, which was attended by representatives from various ministries and relevant agencies.
Nancy said her ministry is working with the police and the courts to develop a mechanism for recording and monitoring repeat offenders through criminal records or other relevant offence registries
"The proposed registry is aimed at strengthening prevention, enforcement, and protection efforts for victims of domestic violence.
"At the same time, the proposal must carefully balance legal, ethical, and human rights considerations," she said in a written parliamentary reply dated 6 July.
She was responding to Ampang MP Rodziah Ismail, who had asked for an update on the government's plans to establish the registry.
Nancy assured that the ministry remains committed to tackling domestic violence through a whole-of-government and whole-of-society approach centred on prevention, protection, intervention, and rehabilitation
She added that the Domestic Violence Committee will continue coordinating policies, programmes, and initiatives across relevant agencies to strengthen the country's response to domestic violence.
She also said the ministry will continue reviewing and improving its standard operating procedures (SOPs) and service delivery to ensure reporting channels and protection systems for victims remain effective, responsive, and able to meet evolving needs.
