#Budget2025: Govt Aims To Tackle Congestion At Hospitals, Immigration & More

The government is introducing several initiatives aimed at improving efficiency across various sectors.

Prime Minister Datuk Seri Anwar Ibrahim announced improvements in Budget 2025 to reduce waiting times and congestion in key public services like hospitals and immigration

Addressing the challenges faced by Malaysians when accessing key services, the Prime Minister highlighted the frustration many people experience.

"Sometimes, you have to queue just to get a queue number, and if they run out, you have to come back another day. This also places a burden on the people, as they have to fill out multiple forms with the same information," he remarked.

To tackle these issues, the government is introducing several initiatives aimed at improving efficiency across various sectors: centralised application channels and streamlining company registration

Anwar acknowledged that, despite the various forms of assistance provided by the government, the application process is often complicated due to the involvement of different ministries and agencies, each with its own criteria. 

To address this, he announced the formation of a centralised channel at Urban Transformation Centres (UTCs), where citizens can access aid from multiple agencies in one place. This measure is particularly aimed at assisting the underprivileged.

The Prime Minister also questioned the need for companies to register separately with bodies like the Employees Provident Fund (EPF), Social Security Organisation (SOCSO), and HRD Corp, despite using the same employee information

"Why should companies be burdened with having to register separately with EPF, SOCSO, and HRD Corp when the employee information is the same? Ideally, company registration should not have to be repeated," he said.

The government is committed to investigating this matter to simplify the process for businesses.

Efforts to improve government counter services are also being stepped up. Some of the key measures include:

  • Extended operating hours: The Road Transport Department (JPJ) has added an extra hour to its counter operating hours.
  • New UTC in Seberang Perai: A new UTC will be developed in Seberang Perai, Penang. All UTCs will also be equipped with a Queuing Management System (QMS), allowing the public to obtain queue numbers online before their visit.
  • MADANI Touch Kiosk initiative: To improve accessibility, the government will introduce kiosks in high-traffic areas such as shopping malls. These kiosks will enable citizens to access various government services outside regular office hours.
  • iPayment System: The iPayment system, a cashless payment platform developed by the Malaysian Accountant's Department, will be implemented at all government counters starting in 2025.
  • Mobile services are also being expanded with an allocation of RM100 million to meet the needs of rural communities who have to travel long distances for essential services

    This initiative aims to bring vital services closer to remote communities.

    • Sabah and Sarawak: Mobile Community Services will be extended to areas such as Kampung Pangaraan in Sabah and Pulau Bruit in Sarawak.
    • Mobile Clinics: University teaching hospitals will continue to offer mobile clinics, including mammogram screenings by the University of Malaya Medical Centre.
    • Mobile Dental Clinics: The Mobile Dental Clinic fleet will increase by nine, bringing the total number to 54 nationwide.
    • Bank BSN Bergerak: An additional four mobile banking units will be added, making a total of 12, primarily to serve the communities in Sabah and Sarawak, ensuring smoother government aid distribution.
    • Enhanced JPN and mobile court services: These services will also be expanded to improve accessibility and efficiency for citizens in rural areas.
