Fahmi: Not All ATMs Offer RM1 Withdrawal Fee Waiver

He said only ATMs operated by banks offer the fee waiver.

Communications Minister Datuk Fahmi Fadzil has clarified that not all ATMs offer the RM1 withdrawal fee waiver

Speaking at his weekly post-cabinet press conference today, 2 July, Fahmi said bank-operated ATMs no longer charge the RM1 fee for interbank cash withdrawals, allowing customers to withdraw cash using another bank's card at no extra cost.

However, he said ATMs operated by non-bank entities will continue imposing the fee due to different commercial agreements.

"Out of the 16,000 ATMs nationwide, 84% are owned by banks.

"The remainder are owned by private companies that are not banks.

"So, it is these companies whose ATMs currently still charge the RM1 fee because, as I understand it, this is their business model and there are commercial agreements involved," he said.

Fahmi added that consumers could easily tell the difference, as independently operated ATMs typically do not display a single prominent bank logo.

He also urged consumers who are still charged the RM1 fee when making an interbank withdrawal at a bank-operated ATM to lodge a complaint with Bank Negara.

Fahmi's clarification came after several netizens questioned the fee waiver's implementation

A netizen's Threads post garnered over 1,600 likes after they shared a screenshot showing they had been charged the RM1 withdrawal fee, raising doubts about whether the policy had taken effect.

However, other netizens were quick to point out that the fee waiver only applies to interbank withdrawals at bank-operated ATMs, suggesting that the transaction may have been made at an independently operated machine.

Since yesterday, many netizens have shared photos of independently operated ATMs to warn others that these machines will continue charging the RM1 withdrawal fee.
