Malaysian Social Media Users Must Now Be At Least 16 Years Old. Here’s What MCMC Announced

Malaysia has begun enforcing new age verification measures for social media users
The Malaysian Communications and Multimedia Commission (MCMC) has announced enforcement of the Child Protection Code (CPC) and the Risk Mitigation Code (RMC) under the Online Safety Act 2025 (ONSA).
According to MCMC, this marks a major step towards creating safer digital spaces for children in Malaysia.
Under the CPC, licensed social media service providers are required to implement child-safety-by-design measures and strengthen age-appropriate protections for child users in Malaysia's digital environment.
Licensed platforms must verify that users are at least 16 years old
ONSA will require licensed social media service providers to implement safeguards, including verifying that users are at least 16 years old.
Age verification must be conducted using government-issued records or equivalent records issued by a competent authority in another jurisdiction recognised by government.
From 1 June 2026, licensed social media service providers must ensure that only users aged 16 and above are permitted to register accounts and access features of the service that are appropriate for their age.
The requirement applies to licensed social media services, including Facebook, Instagram, TikTok, and YouTube.
Existing users will be verified progressively over the next six months
For existing users, age verification will be implemented progressively by the relevant social media service providers over a period of up to six months.
During this period, users identified as being under the age of 16 will be given one month to download or transfer their data, including photographs and videos, before any restriction, suspension, or other action is taken by the respective social media service provider.
Platforms are also required to implement additional safety safeguards
MCMC said licensed social media service providers are expected to fully comply with their statutory obligations under the CPC and ONSA, including the timely implementation of effective age verification measures on their platforms.
Failure to comply may result in regulatory and enforcement action in accordance with the law.
Also, the Risk Mitigation Code requires service providers to implement proactive safeguards, including:
- Risk assessments
- Content moderation
- User safety controls
- Stronger platform accountability
MCMC says it will continue working with stakeholders on online safety
According to the commission, it will continue working closely with stakeholders, industry players, and the wider community to foster a safer and more responsible online environment.
