Who Qualifies For Postal Voting In Malaysia?

Postal voting in Malaysia is only available to specific groups of voters

It is not open to every voter who cannot travel back to their polling centre.

Only groups approved by the Election Commission (EC), or Suruhanjaya Pilihan Raya Malaysia, qualify for postal voting.

This includes eligible Malaysians living overseas and certain approved categories.


Here's a look at postal voting categories in Malaysia:

Who can apply for postal voting?

You can apply for postal voting only if you fall under one of the approved postal voting categories.

Category 1A

Category 1A generally covers voters who may not be able to vote normally because of official election, security, or work duties. This can include certain Election Commission officers, election workers, police personnel, military personnel, and media workers who qualify under the rules for that election.

Category 1B

Category 1B is the main category for ordinary Malaysians living overseas. This includes registered Malaysian voters who are working, studying, or residing outside Malaysia, including in Singapore, as long as postal voting applications are open and they apply before the Election Commission's deadline.

Category 1C

Category 1C generally covers approved agencies or organisations that are allowed to apply under postal voting arrangements for a specific election. It is not usually for ordinary individual voters applying on their own. Examples may include voters applying through eligible agencies or organisations, such as enforcement-related agencies.

IMPORTANT: The opening and closing dates for applications may differ for each postal voting category. Postal voting is also election-specific, so overseas voters should not assume that one approved application automatically applies to every future general election, state election, or by-election.


Remember, you do not qualify for postal voting just because your polling centre is far away

For example, postal voting is not automatically given to:

  • Voters working in another Malaysian state
  • Students studying in another Malaysian state
  • Sabah or Sarawak voters living in Peninsular Malaysia
  • Voters who are busy on polling day
  • Voters who simply prefer not to travel

Unless you fall under an approved postal voting category, you generally need to vote at the polling centre assigned to your voter record.


How do you apply?

Postal voting applications are usually made through MySPR when applications are open.

Overseas Malaysians should choose Category 1B if they meet the requirements. After applying, check your application status through MySPR and wait for approval from the EC.
